Survey - proposed licensing changes

The first proposal is that:

New vehicle licences will only be granted on vehicles that are less than eight years old, instead of five years which is currently the case. Do you...

The second proposal is about replacement vehicles:

An existing vehicle licence holder may change the vehicle on that licence if the replacement vehicle is less than eight years old, or if currently licensed by Torfaen County Borough Council (i.e. another vehicle that already has a licence).

This is instead of the vehicle having to be less than five years old.

The third proposal says:

Vehicles previously licensed by Torfaen County Borough Council that have been undergoing repair (eg. following an accident) and that have not been used for any other purpose whilst unlicensed, may continue to be used on the original vehicle licence by the licence holder once repairs are completed.

 This is the current arrangement and no changes are proposed.

The fourth proposal says:

The fourth proposal is to allow vehicle licences to be transferred from one person to another, regardless of how old the vehicle is.

Currently a licence will only be transferred if the vehicle is under 8 years old.

 It is also proposed that the ten-year upper vehicle age limit for renewing a vehicle licence is removed from the Policy. Vehicles older than eight years would only be re-licensed on merit though, at the discretion of the licensing officer. 

This would mean that the licence for a vehicle of any age could be renewed. However, any vehicle that is over eight years old would be inspected and would only be re-licensed if it is in a very good condition and the interior and exterior are of a high standard.
