What is Cwmbran Futures?

    Cwmbran Futures is a 10-year regeneration programme funded by the UK Government’s £20 million Plan for Neighbourhoods. It aims to improve the town centre and surrounding communities by investing in infrastructure, services, and opportunities that matter most to local people.

    Why was Cwmbran chosen for the Plan for Neighbourhoods funding?

    Cwmbran was selected as one of 75 UK towns to receive up to £20 million through the UK Government’s Plan for Neighbourhoods because it represents both a clear need and a strong opportunity for long-term regeneration. As part of a national strategy to empower local people and ‘take back control’, Cwmbran stood out for its potential to become a model of inclusive, community-led renewal in Wales. 

    The money comes directly from the UK Government and is separate from Welsh Government funding.

    The funding will be released in stages over 10 years starting in 2026.

    What are the main goals of the plan?

    The plan is built around three overarching goals:

    • Thriving Places – Revitalising public spaces and local amenities.
    • Stronger Communities – Supporting local groups and services.
    • Taking Back Control – Empowering residents to shape their neighbourhoods.

    What are the key intervention areas?

    The plan focuses on eight priority themes to guide investment and action:

    1. Regeneration, High Streets and Heritage
       Reviving town centres, preserving local heritage, and creating vibrant public spaces.
    2. Housing
       Improving the quality, affordability, and availability of homes.
    3. Work, Productivity and Skills
       Supporting job creation, training, and access to employment.
    4. Cohesion
       Strengthening community ties and promoting inclusion and belonging.
    5. Health and Wellbeing
       Enhancing access to health services, green spaces, and mental health support.
    6. Transport
       Improving connectivity, public transport, and active travel routes.
    7. Safety and Security
       Tackling anti-social behaviour and making neighbourhoods safer.
    8. Education and Opportunity
       Expanding access to learning, youth services, and lifelong education.

    Who is leading the project?

    The Cwmbran Neighbourhood Board, made up of local people, businesses, and community leaders, is responsible for gathering ideas, guiding, creating and delivering the plan. The Cwmbran Neighbourhood Board will decide how the funding is allocated and spent, based on what’s best for Cwmbran.

    The Cwmbran Neighbourhood Board meets a minimum of 4 times a year. All meeting agendas and minutes are published on the Torfaen council website.

    Local people are also vital in helping shape the plan and deciding how the money is spent by providing their ideas and feedback on what’s needed for Cwmbran.

    Torfaen County Borough Council provides administrative support to the Cwmbran Neighbourhood Board and is the accountable body responsible for executing plans, due diligence of the funding, grant payment agreements and financial reporting. The funding does not go into the Council’s budget. It is ring-fenced specifically for Cwmbran Futures.

    You can help shape the future of Cwmbran by: 

    • Attending community workshops and drop-in events 
    • Completing online surveys (Link survey)

    • Joining working/focus groups or volunteering with local projects 

    What has already been done?

    Initial public engagement activities have included: 

    • Community workshops across Cwmbran 
    • An online survey to gather local views 
    • Drop in sessions in key public locations

    What is the timeline for the project?

    • September - November 2025: Community engagement and Cwmbran Futures plan development
    • 28th November 2025: Submission deadline for the 10-year Cwmbran Futures regeneration plan plus an investment plan for the first four years, to UK Government, by the Cwmbran Neighbourhood Board
    • April 2026: First phase of funding released 
    • 2026-2036: Project delivery in stages
